The European Commission has recently published its “Green Paper towards adequate, sustainable and safe European pension systems” (COM (2010) 365/3). This paper, in its own words, “launches a European debate… on the key challenges facing pension systems…” (p.3). This debate has in fact been running for at least twenty years, but it is again moving to the forefront of the political agenda.
