In May 2020, the European Commission adopted the European Economic Recovery Plan(1) to respond to the immediate economic and social difficulties caused by the COVID-19 pandemic. The European Commission adjusted its 2020 Work Programme to reflect the adoption of the Recovery Plan but has continued to focus on guiding the green and digital transformation of the EU (the “twin transition”) while drawing lessons from the current crisis.
